Use of the Public Records Act allows anyone to request documents from any government organization in Washington. Definitions of a "public record" and interpretation of any question must (by law) be liberally construed.
In a functioning Democracy access to information is critical as it allows citizen & journalistic oversight. Voters must know the reality of events to see beyond the pretty words of elected officials - PRRs like these give a raw view.
OneWoodinville is glad to host these files to better inform the public and speed access to data. By definition the response to a Public Records Request is itself a public record and freely available to all.
This is a secondary request (a PRR for another PRR requested by a friend of the council majority). Ironically that friend's request caught them in serial meetings and planning to stuff the commission with "their" applicants.
Key points contrasting their verbal word in council meetings to their 3 way text messages are in this youtube video.
NOTE: Three of those involved are now running in the general election of 2023 (Millman, Fudge, Edwards). Consider this history when you fill out your ballot.
City of Woodinville PRR web page for this response.
"This is a request for all email communications between the County Council (including staff) and the City of Woodinville (council members, staff, or consultants) starting March 1st 2023 until today's date (July 27th, 2023) on the topics of: Woodinville's Park and Ride (sometimes abbreviated P&R), Bus service/ridership, Bus routes, Metro, Sound Transit, Washington State Department of Transportation (also called WSDOT), Transit Oriented Development (sometimes abbreviated TOD), or any topic involving public transit infrastructure in Woodinville"
Content summarized on the Park & Ride page as well as Youtube.
"All text messages sent and received by Mayor Mike Millman in communication with Senator Mark Mullet since January 1 2023"
is compared to
"All text messages sent and received by Senator Mark Mullet in communication with Mayor Mike Millman since January 1 2023"
Following a brag by Mike Millman that he texted with Mark Mullet - Seattle based journalist for theUrbanist requested "all text messages" between two from Woodinville.
After a three month wait, Millman provided a single screenshot and signed an affidavit under penalty of perjury that was a complete response.
An identical request to Mark Mullet returned eighteen screenshots of a week long conversation.
This is material and the implications are covered in a Youtube video.
"All communication February 16th 2021 through January 1st 2023 (~23 months) between Mike Millman (Woodinville Councilmember/mayor) and any employees, land owners, or representatives of:Chateaux St. Michelle"
Hosted on City of Woodinville's PRR webportal
Woodinville code requires the hearing to be recorded. All other hearing examiner recordings are posted within a week of the event. This did not occur for the Ethics Hearing.
After three weeks, OneWoodinville requested a copy using the Public Records Act (PRR-2024-190). The city stated that the recording could not be available until November 21st. For comparison, in the recording the City commits to giving the Defense Attorney this recording just a week after the hearing.
OneWoodinville paid for a transcript.
